surface は名詞で「表面」ですが、動詞では「表面に出る」から転じて、情報や問題が「明らかになる」という意味でもよく使われます。

物や水の表面にある場合は、ふつう on the surface と言います。例: dust on the surface（表面のほこり）。また、on the surface は「一見すると」という意味にもなります。
