話し合う、相談する ある問題や計画について、相手と意見を出し合って話すこと。discuss は他動詞なので、普通は discuss the plan のように目的語を直接続けます。

discuss about は普通使わない
discuss は他動詞なので、基本的に discuss the issue のように目的語を直接置きます。日本語の「〜について話し合う」に引っぱられて discuss about the issue としないように注意しましょう。

talk about との違い
talk about は日常的で広く使える「〜について話す」です。discuss は、目的を持って意見交換したり、少し詳しく話し合ったりする響きがあります。ビジネスや学校でもよく使われます。

相手を言うときは with を使う
「誰かと話し合う」は discuss something with someone の形が自然です。例: I discussed the plan with my boss.

Latin
discutere : 打ち砕く、散らす、詳しく調べる
discuss はラテン語 discutere に由来し、もともとは「打ってばらばらにする」という意味でした。そこから、物事を細かく分けて調べる、つまり「詳しく話し合う・論じる」という意味につながりました。
