許可する、認可する 人や組織が、正式に何かをしてよいと認めること。特に会社、政府、責任者などが公式に許す場合に使います。
権限を与える、委任する ある人に、特定の行動をする法的・公式な力や立場を与えること。authorize someone to do の形でよく使います。
承認する、支払いを認める 銀行、カード会社、システムなどが、取引や支払いを正式に処理してよいと確認すること。

authorize は「正式に許可する」
authorize は単なる allow よりも公式で、権限を持つ人・組織が許可する感じがあります。日常の軽い許可なら allow や let のほうが自然です。

「人に〜する権限を与える」は authorize someone to do と言います。例: The director authorized me to approve the budget.
