make an announcement が自然
「発表する」「お知らせをする」は make an announcement がよく使われます。give an announcement も通じる場合はありますが、一般的には make an announcement の方が自然です。

announcement は口頭・放送・文書などで広く知らせる「発表・お知らせ」。notice は掲示や書面での「通知・掲示」に使われることが多いです。
