• 人よりも行動・理由に使う

  justifiable は普通、人そのものではなく、action, decision, reason, anger, concern などに使います。たとえば a justifiable decision（正当化できる判断）のように使います。

• justified との違い

  justifiable は「正当化できる可能性がある」、justified は「すでに正当だと認められる」というニュアンスが強いです。ただし日常では近い意味で使われることもあります。

よくある間違い

• 誤: He is justifiable.

  正: His decision is justifiable.

  justifiable は通常、人ではなく、判断・行動・理由などに使います。

• 誤: It is justifiable to the cost.

  正: The cost is justifiable.

  「費用が正当化できる」と言うときは The cost is justifiable. が自然です。to を入れません。
