下にある、下層の 何かの下に位置している層・構造・物を表します。科学、医学、地質などでも使われます。
〜の根底にある、〜の基礎となっている 動詞 underlie の現在分詞で、考え・制度・問題などの土台や原因として存在していることを表します。

underlying は形容詞として使われることが多いですが、the ideas underlying the plan のように「その計画の根底にある考え」という意味で、動詞 underlie の現在分詞としても使われます。
