AをBにしっかり縛りつける
lash
むちで打つ、強く打つ むち、ひも、しっぽなどで人や物を強く打つこと。暴力的な意味なので使う場面に注意します。
しっかり縛る、固定する ロープなどを使って、物が動かないように強く結びつけること。多くの場合、lash A to B の形で使います。
激しく非難する、攻撃的に言う 怒って相手を強く批判したり、きつい言葉をぶつけたりすること。特に lash out at someone の形がよく使われます。

lash A to B の形
「AをBに縛りつける」という意味では、to を使って lash A to B と言うのが自然です。例: lash a bike to a fence（自転車をフェンスに縛りつける）。

lash out は「怒って攻撃する・きつく言う」という句動詞です。相手を示すときは lash out at someone がよく使われます。
