動詞では「測る」と「評価する」の両方
measure は物理的な長さや量を測るだけでなく、効果・能力・満足度などを数字や基準で評価する意味でも使います。

対策の意味では measures が自然
「安全対策」「予防措置」のような意味では、複数の行動をまとめて指すことが多いため safety measures, preventive measures のように複数形がよく使われます。

日本語の「メジャー」とは範囲が違う
日本語の「メジャー」は巻き尺の意味で使われますが、英語の measure は動詞「測る」や名詞「対策・尺度」など広い意味を持ちます。巻き尺は tape measure と言います。
