役に立つ、効果がある 何かが人や状況の助けになる、または望む結果を出すという意味です。やや硬い表現で、特に否定文でよく使われます。
利用する、活用する 「avail oneself of ...」の形で、「機会・サービス・助けなどを利用する」という意味になります。とても硬い表現なので、日常会話では use や take advantage of のほうが自然なことが多いです。
