so ... that ...

とても〜なので…、…するほど〜 so + 形容詞・副詞 + that + 文の形で、程度が強く、その結果として何かが起こることを表します。

〜するほど非常に感情、天気、難しさなどの程度を強調し、その結果を that 以下で説明します。

誤 It was so cold to go outside.

It was so cold that we could not go outside.

so を使う構文では that の後ろに文を続けます。to 不定詞を使うなら too cold to go outside が自然です。

覚え方

so は程度、that は結果

so の後ろで『どれくらい』を言い、that の後ろで『その結果どうなったか』を言うと覚えます。

that の後ろは文

so ... that ... では、that の後ろに主語と動詞を含む文を置きます。
too ... to との違い

too heavy to carry は『重すぎて運べない』、so heavy that I could not carry it は『とても重かったので運べなかった』です。

誤: It was so cold to go outside.

正: It was so cold that we could not go outside.

so を使う構文では that の後ろに文を続けます。to 不定詞を使うなら too cold to go outside が自然です。
誤: The bag was so heavy that could not carry it.

正: The bag was so heavy that I could not carry it.

that の後ろには主語が必要です。
