関連のある、関係がある 話題・問題・状況に直接関係していて、考える価値があることを表します。日常語の relevant より少し硬い表現です。
適切な、要点を突いた 質問・意見・指摘などが、その場の目的や問題の核心に合っていて役に立つことを表します。

pertinent to の形が多い
pertinent は多くの場合、後ろに to を置いて「〜に関連している」と言います。例: pertinent to the topic（その話題に関連している）。

pertinent は relevant と近い意味ですが、会議・法律・報告書など、少し改まった場面でよく使われます。
