力・影響などを及ぼす、使う 力、影響力、圧力、権限などを、何かに対して意識的に働かせること。目的語には force, influence, pressure, control などがよく来ます。
努力する、力を尽くす 主に exert oneself の形で使い、自分の体力や精神力を使って一生懸命取り組むことを表します。
権限・権利を行使する authority, power, control などと一緒に使い、立場や権利にもとづいて力を働かせることを表します。やや硬い表現です。

exert は普通、exert influence, exert pressure, exert force のように目的語を必要とします。「努力する」と言いたいときは exert oneself の形が自然です。

make an effort は日常的で広く使えます。exert oneself は少し硬く、「体力・精神力を使って頑張る」という感じが強い表現です。
