人を主語にすると、be forbidden to do または be forbidden from doing の形が使えます。例: Visitors are forbidden to enter this area. / Visitors are forbidden from entering this area.

prohibited や banned との違い
forbidden は「規則・命令・道徳などで禁じられている」という広い意味です。prohibited はやや堅く、法律や公式ルールで使われやすい語です。banned は「正式に禁止された」という感じが強く、物・行為・人の参加などにもよく使います。
